
It's entirely possible there's a bug to be found there tho. So the lots are created with floor 1 in the proper place, thus moves it 3 down and 3 across. Re * 3 it's because tiles on upper floors are actually offset 3x3 on x and y to appear in the editor like they are in the correct place since there's no such thing as floor height in it.
